Brandon Glidden, 24, and a woman had barricaded themselves inside the house and refused to come out, police said.
The woman emerged at 3pm and wasn't injured.
Glidden was barricaded inside the home for five and a half hours.
He was eventually marched out and arrested.
Some residents were evacuated from their homes, saying it was "scary".
The pair are being questioned by police.
