It will have all the same interior and cabin designs as its 20th-century predecessor but with vastly improved safety features.
"Blue Star Line will create an authentic Titanic experience, providing passengers with a ship that has the same interiors and cabin layout as the original vessel, while integrating modern safety procedures, navigation methods and 21st-century technology to produce the highest level of luxurious comfort," Palmer said.
"We are bringing in some of the best designers in the world for cruise shipping to make sure nothing is overlooked and we have a specification that is far, far superior than the original Titanic.
"It will be the ship of love and the ultimate in style and luxury.
"The essence of this venture is to offer passengers an unparalleled journey back in time, immersing them fully in the opulence and splendour of life aboard the original Titanic, thus bridging a century with a voyage of unparalleled elegance."
Palmer first announced his intent to build the cruise ship back in 2012.
He said the delays in getting the project off the ground were due to the pandemic.
"We are very pleased to announce that after unforeseen global delays, we have re-engaged with partners to bring the dream of Titanic ll to life. Let the journey begin,'' he said.
"The government lockdowns sent the cruise industry into a long-term shutdown but shipping is back in full business with passenger numbers now surpassing pre-COVID levels."
The new ship's design will include nine decks, 835 cabins (383 in first class, 201 in second and 251 in third), and an exact replica of the original vessel's bridge.
It will cater for 2435 passengers, and follow the Titanic's original planned journey from Southampton to New York, although it will also circumnavigate the globe.
"The new ship will feature modern technology and the latest navigation and safety systems," a statement from Palmer's Blue Star Line said.
"Included in the design is a first-class grand staircase descending through most of the boat's decks all the way down to Deck F.
"The staircase will start from the boat deck under a large wrought iron and glass dome, at the centre of which is a glittering 50-light crystal chandelier.
"Other amenities will include a traditional dining room and first-class dining saloon, luxurious staterooms and suites, grand ballroom, gymnasium, squash court, swimming pool, baths, theatre and casino."
It will weigh about 56,000 tonnes and will measure 269 metres long by 32 metres wide – the same length as the original but both slightly heavier and wider.
A date for Titanic II's maiden voyage is yet to be announced.
