NSW Police confirmed they were attempting to locate a man and woman who were wanted on outstanding warrants, before pursuing and arresting them on the Pacific Highway in Killara.
The police chase unfolded just after 8pm in front of shocked drivers on Friday evening, who reported hearing weapons fire – possibly tasers.
In video obtained by 9News.com.au, a passenger in a nearby vehicle films police officers wearing tactical equipment.
Loud bangs can be heard as officers scramble over the vehicles to get at the suspects.
The woman filming the incident can be heard yelling "babe, babe, babe ... baby get out" when loud bangs echo across the street.
The driver says "they just shot someone" as he turns their vehicle to escape the danger.
The three police vehicles had earlier sped past the witnesses, with two reportedly driving in the oncoming lanes to reach the suspect.
All three rammed into the car.
A police helicopter was also spotted hovering above the scene.
"The driver, a 35-year-old man and passenger, a 25-year-old woman, attempted to flee the scene however were arrested by police," NSW Police said in a statement.
"They were taken to hospital suffering non-life-threatening injuries, where they remain under police guard."
The pair have since been taken into custody and are expected to face an extradition hearing in court.
A 35-year-old Mermaid Beach man has also been charged in Queensland in relation to the alleged attempted murder and is behind bars.
