Police have blocked off the road in front of the Sydney prime ministerial residence of Kirribilli House in the face of protesters from flood-hit northern NSW.
The protesters had arrived with a truck full of debris and wreckage that they were allegedly planning to dump on the streets.
Lismore woman Kate said the group was "frustrated" by the government's sluggish response, and its position on climate change.
"Everybody that I know has lost their home," she told Today.
"We have lost our businesses. We have basically lost our entire town and we feel completely forgotten and abandoned by this government."
Police arrived in Kirribilli at about dawn this morning, while Prime Minister Scott Morrison left the property before protesters arrived.
