The girl was arrested after a 37-year-old woman was found dead at an apartment complex above the former Royal Hotel on Barkly Street in Footscray about 2am.
Neighbours called police to the scene.
The girl was initially taken to hospital under police guard, but has since been released and interviewed by homicide detectives.
