Victoria's COVID-19 cases have dropped to 1461 new local infections today, with officials warning the virus is running rampant among the unvaccinated.

Another seven Victorians have died with coronavirus, including a woman in her 20s, a man in his 40s, a man in his 60s, two women and a man in their 80s and a man in his 90s.

The number of people in hospitals has grown slightly, with 802 Victorians in hospital, including 152 patients in ICU and 92 on a ventilator.

The state's vaccination rate has increased to 74 per cent of people being fully vaccinated.

Health Minister Martin Foley said close to 80 per cent of Aboriginal and Torres Strait Islanders aged over 12 have had one dose of a COVID-19 vaccine.

The figure is below the wider state average of over 90 per cent, sparking a vaccine blitz for the community.

"They are still not what they should be," Mr Foley said.

"And what we are determined to do is to work in the cultural safe-led partnership with the likes of health services to make sure that we drive the figures up and that we do so in a way that reflects the needs and the aspirations of our Indigenous communities."

COVID-19 Commander Jeroen Weimar said two-thirds of the state's daily new cases were not vaccinated against COVID-19, triggering unwanted transmission.

The local government areas of concern included Wyndham and Hume, in Melbourne's north and west, where high percentages of COVID-19 cases were not vaccinated.

"Not the first dose, not fully vaccinated, they're just not vaccinated," he said.

"In Hume, 97 per cent of new cases under the age of 40 were not fully vaccinated.

"Please, for your protection, and the possession of those you love around you, get the vaccination job done over the coming days."

Seven more pop-up vaccination clinics will be established across Melbourne, including in Coldstream, Wantirna, Epping, Collingwood, Preston and Sunshine, to encourage the take-up of vaccinations.

Victoria powering towards 80 per cent vaccine milestone

The coming Melbourne Cup Day long weekend is set to be a cause of extra celebration in Victoria with the state powering towards 80 per cent vaccinations.

Premier Daniel Andrews announced that on 6pm this Friday, October 29, a raft of restrictions would be lifted for the fully vaccinated, including the ban on travel between Melbourne and regional Victoria.

Indoor venues including retail, gyms, cinemas and entertainment venues, will reopen with density limits.

Face-to-face learning for school students will be completed by November 1.

Masks will also not be required outdoors, and by the end of next month, almost all the current COVID-19 restrictions will be lifted - as long as you're vaccinated.

"Two doses or you're not getting in. Two doses or you're not going to work," Mr Andrews said.

He said he was unable to confirm when the vaccine requirements would end, but it could last into next year.

"That vaccinated economy is here to stay," he said.

Mr Andrews said by the end of next month, he anticipated there being no crowd or density limits around the state, calling for 80,000 cricket fans to attend the Boxing Day Test.

But limits will still be in place for the Melbourne Cup next Tuesday, November 2.

Up to 10,000 race fans will be permitted to attend the Flemington race track.

No crowds at all were allowed at the event last year.

Victoria recorded 1935 new cases of coronavirus and 11 additional deaths yesterday.
