Victoria is set to scrap COVID-19 quarantine requirements for international arrivals from next month, bringing it into line with New South Wales.
It's understood arriving travellers would need to be fully immunised and test negative for coronavirus.
It means people arriving in Victoria will not have to quarantine at home or in a hotel.
The change is expected to apply to returning Australians and their immediate family.
The change is likely to come into effect on November 1, the same day it happens in NSW.
At this stage, it's believed the quarantine changes will be officially announced at tomorrow's COVID-19 media conference.
Melbourne opening up after 263 days in lockdown
The expected change came as Victoria recorded 2,232 new local coronavirus cases, the second-highest daily tally in the state.
Meanwhile, Melbourne, the world's most locked-down city, will emerge from lockdown at midnight tonight.
Melburnians have endured 263 days in lockdown since the pandemic started.
Hospitality, hairdressers, entertainment venues and indoor community sport will reopen with capacity limits.
