A passerby found the 34-year-old man injured on the footpath on Jamieson Street in Cheltenham about 8.50pm yesterday.
Police have said the "circumstances surrounding the incident remain unclear", with police investigating reports arguing was heard in the area and that the man was last seen on the balcony of a nearby apartment.
The man rushed to hospital and is believed to be in a critical condition.
A man and woman from one of the nearby apartments have been arrested and interviewed by police.
They are currently assisting police with their enquiries.
Moorabbin Crime Investigation Unit detectives are investigating.
