Danny Zayat, 28, was arrested by NSW Police in an early morning raid at a property in Colyton in connection with her death.
He has since been charged with murder.
Detective Superintendent Danny Doherty thanked the public for their help during the investigation.
"A large number of people have come forward and helped us build a case," he said.
Police will allege Zayat assaulted Dokhotaru shortly after she made a phone call to triple zero, causing her death.
The body of Dokhotaru, 34, was found in a unit on Norfolk Street, Liverpool, at about 8pm on May 27.
Police had earlier attended the building following a report of distress but were unable to find the unit.
Detectives from the State Crime Command's Homicide Squad and Liverpool City Police Area Command established Strike Force Median to investigate the circumstances surrounding the woman's death.
Recently, police said they were seeking a phone that CCTV showed being thrown out of the window of Dokhotaru's unit.
Doherty today confirmed the phone was still missing.
Detectives flew to Canada last week as part of their investigation into her death, where they met with Dokhotaru's family.
Zayat has been refused bail and will appear at Penrith Local Court later today.
A separate critical incident investigation is continuing into all other circumstances surrounding the incident. This is being conducted by Fairfield City Police Area Command and will be subject to independent review.
