As part of the budget, households will all receive two energy bill credits of $200 apiece – one each for the July/August and November/December billing cycles.
The policy is a repeat of the same relief that was handed out across the state last year.
"Our government understands the very real cost-of-living pressures faced by many households and small businesses as a result of global inflation and interest rate rises," McGowan said.
"That's why, as part of this year's budget, we're delivering a $400 household electricity credit, split over two equal payments in the July/August and November/December billing cycles.
"We know that local businesses have also faced higher overheads and costs recently, and the budget cost-of-living support package also includes $650 credits for small businesses."
In an attempt to help households struggling the most amid the cost-of-living crisis, McGowa said concession card holders will have access to a higher level of relief.
"Additional assistance will be provided for those most in need of support, with around 350,000 households that are eligible for the indexed energy assistance payment to instead receive a $500 household electricity credit split over two payments," he said.
"This is in addition to $326 in support paid over the financial year, which brings total support to $826."
