Superintendent Michael Cruse said 45 children were leaving Exford Primary School to go home when a truck hit the school bus from behind.

"It travelled west along Exford Road and while it was attempting to turn right onto Murphy's Road, we believe a truck has collided with the rear of the bus," he said

"The bus has overturned as it's turned right.

Ambulance Victoria said 10 children have been taken to hospital with serious injuries, along with an adult and child in a stable condition.

Police said the male bus driver suffered minor injuries, while the condition of the truck driver is not yet clear.

Superintendent Cruse said the driver of the truck, a 49-year-old man, stopped at the crash and is assisting police with inquiries.

He said passers-by helped get some children off the bus before emergency services arrived.

Dozens of emergency service workers are on the scene.()

"It was a very chaotic scene. We had a lot of parents of the children and understandably wanting to speak to and see their children to make sure they're OK," he said.

"The bus has suffered significant damage, it's also overturned so its very fortunate that the incident isn't more serious."

Detectives from the Major Collision Investigation Unit will examine the circumstances of the crash

Victoria Police said roads in the area will remain closed.

Country Fire Authority (CFA) state duty officer Archie Conroy urged people to stay away from the area.

"Just be careful ... We've still got to get ambulances in and out," Mr Conroy told ABC Radio Melbourne.

"Keep the area clear so emergency services can do their job."
