Melbourne was hit with heavy rainfall on Friday morning, with a massive 34mm falling in Frankston, leading to the Bureau of Meteorology releasing flood warnings as well severe thunderstorm warnings.
Across the state, more than 300 calls were made for help from the SES.
Roads across Melbourne were left underwater, submerging vehicles and leaving drivers needing to be rescued.
Two cars were submerged in floodwaters beneath the York Street bridge in South Melbourne, trapping the drivers inside.
The SES worked to rescue the drivers.
In Melbourne's outer south-east, a bus and a car were also stuck in floodwaters, leaving passengers stranded aboard the bus.
In nearby Chelsea, an entire intersection in a residential area was put out of action by floodwaters.
Further south-east, Frankston seemed to be the worst-hit suburb, where roads were turned into rivers.
On the other side of the city in Craigieburn, in the north-west, a private dam spilled over, flooding nearby properties and roads and forcing emergency services to have to close Mickleham Road.
Rosa Perri, 74, lives next-door to the dam and told 9News of the devastating impact the flooding had on her garden.
"I'm a garden lover, and it was a beautiful garden," she said between tears.
The overflowing dam also affected nearby residents' drinking water, turning it brown.
An emergency warning was also issued for those living by Elster Creek in Melbourne's inner-south, with the creek at risk of significantly overflowing.
Some schoolchildren made light of the chaotic weather.
They were seen diving into a flooded courtyard in Hampton Park.
