An elderly man allegedly yelled "he owes me money" before shooting another man at a construction site in Melbourne's west on Wednesday morning.
A woman, identified only as Annette, told radio station 3AW the elderly man pulled up at a construction site on Rebecca Drive in Ravenhall where her son was working and demanded money from a man at the property.
The alleged perpetrator then shot the man twice in the arm, she said.
"This guy’s pulled up in his truck, got out his gun and said 'he owes me money' and shot him twice in the arm," she said.
The woman said workers at the site made a citizen's arrest and held the alleged gunman until police arrived.
"They’ve got him down," she said.
Police confirmed workers restrained the alleged shooter until officers arrived at the scene just before 8.30am.
"A man sustained what is believed to be a non-life threatening gunshot wound to his upper body," a police spokeswoman said.
The alleged shooter, believed to be in his 80s, is currently assisting police with their inquiries.
Ambulance Victoria confirmed one person had been taken to the Royal Melbourne Hospital with injuries.
Police are investigating the circumstances surrounding the shooting.
