Nine of the 16 lines in the Metro network will be out of action for widespread track repairs in Melbourne's west until July 9.
Commuters this morning were faced with long lines for bus replacements.
"Melbourne is very bad. It's a very bad experience at train stations," one man said this morning.
Buses instead will run on the Sunbury, Werribee and Williamstown lines over the two-week period. There will be minor disruptions during some evenings and weekends on the Upfield and Craigieburn lines.
There will also be "significant travel changes" for road users as West Gate Tunnel Project works begin.
Dynon Road in West Melbourne will close between Dryburgh Street and the CityLink ramps in both directions from 8pm until August 31.
Motorists have been advised to allow up to 20 minutes extra for their journey and use detours such Footscray Road.
The outbound entry from Geelong Road, Brooklyn, on to the Princes Freeway will be shut until August 2.
