Both were taken to hospital. The woman suffered serious injuries, while the child suffered minor injuries.
The driver of the car, a 51-year-old Ferryden Park man, was reported for aggravated driving without due care.
He will be summonsed to appear in court at a later date.
Angas Street near the intersection of Moore Street has since reopened.
Police along with major crash officers are attending the scene and will investigate.
