Blacktown City Council has confirmed 24 suburbs including Mount Druitt, Rooty Hill and Riverstone are impacted by the move.
The council has warned other suburbs with the local government area could face delays in their pick-ups as it works through a backlog of collections.
Several residents have compared taking the rubbish out this morning to a game of Tetris.
"By tomorrow I imagine it's going to be pretty terrible," resident Steve Rankilor said.
"It's pretty messy up here, all the bins are very full," resident Raj Shama said.
"You know you're getting all the flies and the bad smell, they haven't come to pick it up."
For Ray Lavosh and his neighbours, the situation is becoming overwhelming as their bins haven't been collected in eight days.
"You can't open the balcony or windows, everything, all the flies coming in," Losh said.
The council said the New South Wales Industrial Commission put a ban on garbage truck drivers striking over this Christmas period, which was an order that was ignored.
The Transport Workers Union has been contacted for comment.
Residents are now being asked to leave their bins at the kerb until they are emptied.
