Two 24-year-olds were climbing at Cape Schanck near the Two Bays walking track at Bushrangers Bay about 7pm when they fell.
"The other male was taken to hospital with non-life-threatening injuries," Victoria Police said.
"The exact circumstances of the fall are yet to be determined at this stage, but the death is not being treated as suspicious."
Both of the men are from New South Wales.
