Victorian Premier Daniel Andrews has warned it will be some time before cafes and bars reopen, despite just one new case of COVID-19 being confirmed overnight.

The number of cases in Victoria stands at 1,329 and the death toll remains at 15.

Mr Andrews said one new case overnight was a "very positive result" but reminded Victorians the situation was "still very, very fragile".

"This is not an invitation for us to simply remove all the rules," he told radio station 3AW.

"We've got to stay the course on this."

Victoria's state of emergency is in place until at least late May, but coronavirus restrictions are expected to be in place for much longer.

The Premier said he knew it was frustrating there was no end date for the restrictions, but warned easing the rules too soon could lead to a resurgence of the virus and even harsher restrictions.

"It's not just a theory, there are countries who have relaxed the rules and now they're in a harder lockdown because it [the virus] moves so fast.

"If [the virus] gets away there's no pulling it back and then we have people using machines to breathe and we can't have that happen," he said.

Mr Andrews also said people shouldn't expect cafes, restaurants and bars to open their doors any time soon.

"They were closed for a reason. There might be some things we can do, some rules we can let off a little bit, but we have to be careful."
