NSW Premier Gladys Berejiklian says the state's coronavirus lockdown would be slightly relaxed this week.
From Friday, groups of two adults will be able to visit "anybody" in other households, she said.
"We know that for many people, they've been cooped up in their homes for a number of weeks, and with the exception of exercising, medical needs or buying what they need to or going to work, many people have been isolated in their homes," she said.
The Premier said there was an "inherent risk" to easing restrictions but she was "absolutely confident that people will be responsible".
"Don't take risks — we don't want to see the numbers suddenly spike up because people are being irresponsible," she said.
"If you have the mildest sniffle, do not go and visit anybody [or] if you're feeling slightly unwell or fatigued, don't risk it.
"Because there's too much at stake."
She said children were permitted to accompany adults for home visits but recommended people over 70 should stay indoors as much as possible.
Health authorities in NSW also announced five new coronavirus infections, taking the state's total to 3,009.
Meanwhile, a seventh resident has died from COVID-19 at the Western Sydney aged-care home where an employee worked six shifts despite displaying mild symptoms of the virus.
NSW Health said an 89-year-old female resident died at Newmarch House in Caddens last night.
It is the 84th coronavirus death in Australia and the 37th in NSW.
Another staff member at the facility also tested positive for the virus, bringing the total number of cases there to 54, which includes 20 staff and 34 residents.
In a statement, the aged-care home's operator Anglicare Sydney said it was "saddened" about the death.
"This is a very sad time for the family but also for the residents and staff who knew this resident well," it said.
"Our thoughts and prayers are with this particular Newmarch family today as they come to terms with their loss."
The facility has been at the centre of a coronavirus outbreak and its elderly residents have been in lockdown since March 23.
