The incident began in Lalor Park, where a man was allegedly seen swapping the number plates on a black Holden Commodore about 8.15am.
Police attempted to stop the car twice in Sydney's west and it was on the second attempt an officer allegedly grabbed the slowing vehicle and was flung across the bonnet of a nearby police car.
A number of shots were then fired by police.
A 21-year-old passenger got out of the car near the North-West T-Way and was arrested but he has not been charged.
Road spikes were unsuccessful at stopping the car on the Great Western Highway at Springwood.
The chase ended in a "high-risk vehicle stop" on the highway at Woodlands Road near Katoomba about 11.40am.
"It crossed onto the wrong side of the road, it drove onto footpaths and put the community at risk," Acting Assistant Commissioner David Waddell said yesterday.
Three officers went to hospital with minor injuries and the officer who was thrown over the bonnet was unharmed.
The young men are known to police.
The alleged driver has been charged with multiple pursuit and dangerous driving offences, using an offensive weapon to prevent lawful detention and dishonestly obtaining property by deception.
He has been refused bail and is due to appear in Blacktown Local Court today.
The investigation is continuing.
