Robert Clarke's bike was dragged for 100 metres along Douglas Street in Dandenong after he was knocked off at 6.40am last Thursday.
Police released footage today that appeared to show a white Mitsubishi Lancer accelerating toward the 59-year-old and mounting the kerb to hit him.
A stunned Clarke can be seen on his hands and knees on the road as his bike is dragged away in footage captured by another motorist's dashcam.
The Pakenham man was in tears as he recounted the ordeal today.
"I could just see things flashing past, me as I'm tumbling and then I stopped," he said.
"It was just this realisation, 'I'm still here', that's the first thing."
He suffered nasty cuts and bruises, with police saying he was lucky not to be badly hurt.
A 40-year-old woman from Dandenong came forward to police after footage of the incident was circulated.
She has been arrested and is "currently assisting police with their enquiries".
