Victoria's COVID-19 Hotel Quarantine Inquiry has recommended the state use a combination of improved hotel and home-based quarantine for returned international travellers.
The Andrews Government has also been urged to consider using electronic monitoring for people quarantining at home.
Ahead of flights from New Zealand to Melbourne resuming on Monday, the hotel quarantine inquiry has released an interim report with 69 recommendations about the future operation of quarantine.
It says any model needs to have clear lines of ministerial responsibility and must have a public health focus.
Police are recommended to have a 24/7 presence at all hotel quarantine facilities.
The report also urges better communication between Victorian and federal officials, including the sharing of information about arriving passengers.
The report also detailed the cost of the program to date was $195 million.
