Breaking: Shepparton cluster caused by same individual who spawned Kilmore cluster

The person who sparked a cluster of COVID-19 cases in Kilmore also travelled to Shepparton and spread the virus, according to the Health Department’s testing chief Jeroen Weimar.

Mr Weimar said the individual only informed health authorities about his travel to Shepparton on Tuesday, more than a fortnight after the events.

The person, a contact of a member of the Chadstone cluster who did not know they were infected, travelled to Kilmore, Benalla and Shepparton on September 30. They ate at a cafe in Kilmore, spawning six cases, before heading north to a Shepparton tyre shop.

A symptomatic person tested positive in Shepparton over the weekend. A dozen of that person’s work colleagues were tested on Tuesday and three were positive for COVID-19.

Mr Weimar said it was clear the person was not acting in a COVID-safe way during their interactions with others in regional towns.

“Something clearly happened on the 30th of September between that individual and the people at the tyre shop which meant the virus was able to spread, very similarly to what happened in Kilmore,” Mr Weimar said on 3AW.

“The individual, who had a work permit to travel into regional Victoria, as well as stopping off at Kilmore also stopped off in Shepparton … The information was unfortunately not forthcoming until last night.

“The contact tracing is really swift but we’re only as good as the information we get and if we don’t know people have been to Shepparton then it’s very hard to contact trace in Shepparton.”

Prime Minister Scott Morrison says he will not be adopting his US equivalent's infection control procedures, after President Donald Trump said he would be kissing his supporters on the lips after receiving a negative coronavirus test.

The Prime Minister laughed when asked to comment on the campaign strategy during an appearance on 2GB this morning.

"There's nothing like Donald, that's for sure, but the Australian public is safe from my lips," he said.

With twin sons in year 12, though, the last thing I wanted was to be remembered as the mother who started an outbreak that forced the HSC to be abandoned before spreading to aged care centres up and down the coast as students took off on the pandemic's version of schoolies germ spree.

Each time I began wheezing and coughing, I’ve wondered if it was hayfever from too much time in the garden. But the occasional sore throat and mild headache? It could be COVID-19.

I couldn't forget the healthcare worker with the infamous “scratchy throat” and mild symptoms who unknowingly contributed to the outbreak in Newmarch House aged care facility by turning up to work. Imagine living with that. And I did.

Frydenberg urges Andrews to ‘give the people of Victoria their freedom back’

Treasurer Josh Frydenberg has urged Victorian Premier Daniel Andrews to ease lockdown restrictions this weekend, saying the mental health of young Victorians has been severely impacted by the restrictions.

“Please understand the impact the lockdown is having on people’s mental health,” Mr Frydenberg said.

“The use of BeyondBlue services is 77% higher in Vic when compared to other states is really a reminder of that painful impact of lockdown.”

Easing outdoor restrictions in NSW a 'chance of survival' to some, 'does nothing' for others

NSW's struggling arts and hospitality industries have given mixed responses to the easing of restrictions for outdoor gatherings and concerts as health experts say the government must be cautious and weigh up the health and economic benefits carefully.

On Tuesday afternoon, Premier Gladys Berejiklian announced twice as many people will be allowed in outdoor venues and the number of people permitted to attend outdoor concerts will rise from 20 to 500 on Friday.

The announcement came despite the rise in community transmissions, with seven new locally acquired cases confirmed on Tuesday.

Epidemiologist Professor Mary-Louise McLaws said while outdoor events or venues had a lower risk of transmission, there were still risks.

"If you're next to people who you don't know well and you're shouting at them to be heard, even outdoors, that's not going to work well," she said.

AMA says Health Department has failed in enforcing PPE standards in hospitals

The Australian Medical Association’s Victorian branch says the state Health Department has failed to properly mandate personal protective equipment standards in hospitals and stem the spread of COVID-19 among healthcare workers.

More than 3500 healthcare workers have been infected in this pandemic but the number of active cases has reduced to fewer than 20. Safer Care Victoria, which oversees safety standards in healthcare, is working to establish stricter mask protocols at Victorian hospitals by the end of the month. A cluster at Box Hill hospital grew to 14 cases on Tuesday.

AMA Victoria president Julian Rait said he did not believe fit-testing, where masks are appropriately fitted to health workers' faces, was occurring at places other than the Royal Melbourne, Western and Northern hospitals.

“There are 85 healthcare services and not all of them have embraced appropriate person protection protocols … That’s the failure of Safer Care Victoria because it’s their role to be the health and safety policeman,” he said.

Dr Rait, who said he believed hospital patients were picking up the virus during their stay, said the drop in active cases among healthcare staff was a byproduct of an overall reduction in community transmission rather than improved PPE standards.

Safer Care Victoria, according to Dr Rait, is underfunded compared to its interstate counterparts.

“It has been a toothless tiger in making sure health services abide by the guidelines,” he said.

“It’s self-evident that the Health Department in Victoria has not measured up in many ways and this is just another example of poor resourcing.”

Restrictions on outdoor venues, concerts eased as COVID-19 spreads in NSW

Restrictions on outdoor concerts and performances have been eased and twice as many people will be allowed to drink and dine outdoors from Friday despite the rising number of locally acquired coronavirus cases.

NSW reported 13 new cases on Tuesday. Six cases were in returned travellers in hotel quarantine and seven were locally acquired, including the cases in two GPs which were reported in the media on Monday.

Premier Gladys Berejiklian acknowledged community transmission was increasing, particularly in western and south-western Sydney.

"We certainly don't want to see further clusters emerge and we certainly don't want to see further cases of community transmission given we've done such a good job to date," she said on Tuesday.
