He said it was “heartbreaking” to hear about young people’s struggle with mental health issues during the pandemic.

The coronavirus cluster linked to Melbourne's Chadstone shopping centre is now believed to have spread to Shepparton, 181km from the capital city.

It has been widely reported that three new COVID-19 cases in the regional city are connected to that Chadstone outbreak – which now has 35 associated cases in Melbourne.

A fourth coronavirus case has also emerged in East Gippsland.

Independent state MP for Shepparton Suzanna Sheed told ABC News Breakfast this morning that the outbreak in her community was "tragic".

"The one thing in a community that is a country town, we want to know what's going on, we want to know as much detail as we can," Ms Sheed said.

"Firstly, so that we can protect ourselves and each other, but also to drive down the virus again.

"It's in our community, we got to do something about it, but it is truly devastating that here we are in October and, you know, we have all worked so hard, we have all done the right thing for so long, and, you know, this sort of news just blows out a community and creates such uncertainty and concern and fear among a lot of people."

Victoria's Chief Health Officer Brett Sutton has shared a message of support for locals on Twitter this morning, encouraging Shepparton residents to "crush" the virus.

Treasurer Josh Frydenberg has again urged Victorian Premier Daniel Andrews to end the state's lockdown.

There have been seven new COVID-19 cases recorded in Victoria overnight.

While the number of fresh infections dropped from yesterday's 12 cases, sadly, there has been an increase in deaths, with five new fatalities after just one life was lost yesterday.

The 14-day rolling average is now 9.6 in metro Melbourne and 0.6 in regional Victoria.

The Netherlands will enter a new partial lockdown from Wednesday following a recent spike in COVID-19 cases.

The new restrictions will include a ban on booze sales after 8pm, a limit of four people at gatherings and the shutdown of bars and eateries.

The lockdown will be in place for four weeks, but may be extended if needed.

Meanwhile, an extra 143 people died within 28 days of testing positive for coronavirus in the UK on Tuesday, the nation's highest daily figure since June.

European countries including Russia, Spain and France are also battling fresh spikes.

A coronavirus case has been linked to East Gippsland's Bairnsdale Secondary College.

The news was confirmed by school principal Trudie Nagle on the campus' official Facebook page, who said the school did not have to close as the positive case did not come on to school grounds while they were contagious.

"I would like to reassure you that we took immediate action as soon as we became aware of the situation and sought advice from the Department of Education and Training (DET) and the Department of Health and Human Services (DHHS)," the post reads.

"We will still be taking every possible precaution. Like all Victorian Government schools, ours will undergo regular enhanced cleaning for the rest of term, with a focus on high-touch areas. Face masks will be compulsory for all returning students over the age of 12."

The school has not closed as the case did not enter its grounds while infectious.

Byron Bay deputy mayor Michael Lyon has called for visitors to “respect” the residents of the area as restrictions ease, after footage emerged of a packed beach party.

The footage was posted on social media and is believed to be from last Friday, days before the limits on attendees at outdoor gatherings was lifted beyond 20.

“We have definitely entered a phase where restrictions have been relaxed somewhat,” Mr Lyon told Prime7 North Coast.

He added that “it’s disappointing that we’ve developed some complacency about that”.

He said it was a matter of “respect for our community”, and that people were welcome to visit “but within the rules that have been set down”.

In NSW, 500 people are now allowed to attend outdoor music performances and rehearsals as long as they’re sitting and there is no more than one person per four square metres.

From Friday restrictions at hospitality venues in NSW will be eased to allow one patron for every two square metres in outdoor areas (previously it was one per four square metres), but only at businesses with electronic methods to record and keep details of contacts to allow for more efficient contact tracing.

NSW government has its own QR code system, but businesses are also using systems provided by private companies like Rewardle or MyGuestlist.

The footage was posted on social media and is believed to be from last Friday.

Residents of regional Victoria are being urged to get tested for coronavirus after three new positive cases were detected.

The three new cases tested positive in Shepparton on Tuesday and residents are now advised to get tested “if you feel unwell at all”.

New figures obtained by The Australian have painted a grim picture of Australia’s mental health crisis in the wake of the coronavirus pandemic.

According to Commonwealth health department figures acquired by the publication, more than one million Australians have received mental health treatment during the public health disaster.

The situation is far more dire in locked-down Victoria, with the state recorded a 30 per cent jump in cases in the past four weeks.

The Australian has also revealed some crisis services have seen a 67 per cent spike in demand in four weeks, with access to children’s mental health services also soaring by more than 30 per cent since September.

In fact, in September and October, 350,884 Victorian residents sought access to Medicare-funded GPs, psychiatrists, psychologists and counselling treatments – a figure that is triple the Australian average.
