New lockdowns could cost $1 billion a week

   

Federal Treasurer Josh Frydenberg has warned Victoria's coronavirus lockdowns could cost the national economy $1 billion a week.

     
In May he warned that a return to lockdowns across the country would cost $4 billion per week, and told the ABC's AM program that the lockdown of Greater Melbourne and Mitchell Shire would account for about one quarter of that.

   
"The cost to Victoria is up to $1 billion a week, and that will fall heavily on businesses," he said.

What about JobKeeper and JobSeeker?

   

Federal Treasurer Josh Frydenberg appeared on ABC News Breakfast this morning — everyone's up nice and early today —when he was asked about whether there would be changes to JobKeeper and JobSeeker to give more certainty to Victorian businesses facing a second round of closures. 

   

Here's what he had to say:

  

"The first thing to say is that the JobSeeker and JobKeeper programs are already legislated to the end of September.

   

"So even with the six-week lockdown announced by Premier Andrews, that takes it out to the end of August."

   

When pressed further about the challenges for Victorian businesses, he said there was going to be "another phase of income support" announced on July 23 — which will be two weeks into the Melbourne lockdown. 

   

"What we are announcing on July 23 is an economic and fiscal update, which will give people a sense of where the economy is at, and obviously, developments in Victoria are very serious," Mr Frydenberg said. 

   

"They pose not only a health risk, but also an economic challenge as well.

People travelling to regional Victoria will be checked

   

Mr Andrews said some 260 Australian Defence Force personnel would be helping police to enforce the ring around the lockdown zone. 

   

"It won't be a road block where every single car is stopped or every passenger is questioned but there'll be checks, very significant checks, to make sure anybody going into regional Victoria has got good reason to do that, lawful reason to do this," he said.

More support packages on the way

   

Mr Andrews flagged that more mental health measures and business support packages were in the works.

   

But we're not sure what that will look like just yet as he didn't get many details on News Breakfast. 

   

"We're just finalising business support packages," Mr Andrews said. 

  

 "We'll have more to say about that quite soon and indeed we know and we have already but we'll do more to the mental health and well being of many, many Victorians who'll be doing it very, very tough at this time."

Andrews 'furious' over new lockdown 

   

Speaking on ABC News Breakfast just a few minutes ago, Victorian Premier Daniel Andrews was asked about the issue of trust within the state. 

   

Given there could be less goodwill among the community in this current lockdown, Mr Andrews was asked if he was changing his decision-making process this time around.

  

Here's what he said:

   

"Well, we follow the best medical advice, you do what has to be done.

   

"Again, this is not a popularity contest, it's a pandemic.

  

"I don't enjoy making these decisions and I'm not pleased — I'm furious about where we find ourselves.

  

"But I don't have the luxury and notice, neither does any Victorian to pretend that the reality that we face isn't real.

  

"It is absolutely real. And we have got to make these decisions so we can move past this.

   
"We'll support those who are doing it tough. We know and understand that that's so important.

  

"Ultimately if we all stick together, we can get to the other side of this, contain it and then begin our process of opening up again."

Premier apologises for coronavirus situation 

  

Mr Andrews was asked about the angry reaction to the new lockdown and criticism the current outbreak was due to mishandling of the hotel quarantine.

  

Here's what he had to say:

   

"In terms of hotel quarantine, Corrections Victoria are running that program now, the people who run our jails.

   

"I can't change what's gone on there, we got an independent process to get to the bottom of that.

   

"I apologise for the position that we find ourselves in.

  

"I'm accountable as the leader of our state, the key point here is — I can't be making popular and easy calls, I got to make the tough calls that will bring this under fundamental control.

  

"That's where we find ourselves."

No decision yet on schools yet

    

Victorian Premier Daniel Andrews spoke on ABC News Breakfast this morning.

   

He was asked about the issue of schooling and the prospect of remote learning being brought back in the lockdown zone.
   

Year 11 and 12 and specialist school students will be back on Monday and school holidays have been extended for a week in metropolitan area of Melbourne. 

   

But a decision hasn't been made about returning to online learning yet. 

"That's still being looked at very closely. I would — I certainly can't rule that out," Mr Andrews said. 

    

"If I had to call it, that's probably more likely rather than less likely. That's not an easy decision.

  

"That week — that extra school holidays for metro Melbourne gives us a little bit more time to work our way through that."
