Thirteen new cases relate to residents of the North Melbourne and Flemington public housing towers now under lockdown, bringing that outbreak to 69.

There are 12 new cases linked to the outbreak at Al-Taqwa College in Truganina in Melbourne's west, which has now reached 90.

Four new cases have been linked to the Northern Hospital in Epping, with eight staff and one household contact now confirmed as having the virus.

Other new cases are associated with the Aitken Hill Primary School in Craigieburn and family clusters in Truganina, Patterson Lakes/Lysterfield, Fawkner and Sunshine West.

The number of people with the virus in hospital has tripled, with 35 patients now admitted, including nine in intensive care.

There are currently 772 "active" cases across the state.

However, the two areas with the highest number of cases remain in Melbourne’s outer north and west.

The Hume and Wyndham council areas have a combined 250 active cases.

But there are now ongoing infections recorded in most areas of metropolitan Melbourne, including close to 100 in the CBD and neighbouring inner-city postcodes.

One of the Melburnians to have tested positive to coronavirus within the past day works at the Assisi Aged Care facility in Rosanna, in the north of the city.

While Chief Health Officer Brett Sutton said that the employee was not at work while infectious, widespread testing of staff and residents will begin at the facility on Tuesday.

Dr Sutton said it was more important than ever that Victorians, particularly those in restricted postcodes, followed current health directions.

"This virus is not selective – it will impact anyone it encounters, and personal contact is the clear source of its transmission. More than 300,000 people live across the hot-zone suburbs. We need everyone to do their part and ensure it is stopped in its tracks," he said.

"There is no excuse for not getting tested. We have people knocking on your door, coming to your neighbourhood – we are bringing the testing to you. There are also several drive-through and fixed sites where people can go."

Earlier on Tuesday, the department apologised for delays in getting donated food and supplies to more than 3000 public housing residents subjected to hardline lockdowns.

The Victorian government announced on Saturday that nine public housing towers would be subjected to the country's toughest lockdown measures.

Residents are unable to leave their buildings for any reason and were given no notice before the lockdown took effect.

The Age has revealed that until Saturday, the security company linked to the biggest coronavirus outbreak in a quarantine hotel also provided guards for the North Melbourne and Flemington public housing estates.

MSS Security was guarding the Stamford Plaza, the city hotel at the heart of an outbreak in which at least 42 people comprising guards, their families and close contacts have now been infected.

The border between Victoria and NSW will close at 12.01am Wednesday.

A travel ban is already in place for Melbourne residents. Returning NSW residents will need to self-isolate for 14 days.

Victorians have rushed across the Murray River into New South Wales ahead of the closure, as authorities confirmed a permit system will allow local residents to move between Albury and Wodonga.
