Prime Minister Anthony Albanese announced Kean as the organisation's next chair, saying the long-serving state Liberal MP was "uniquely qualified" for the position.
"Matt Kean is an outstanding appointment for this job," he said.
"I worked very closely with Mr Kean when we introduced our coal and gas cap and our energy price relief plan in partnership with the New South Wales state government and other state governments as well. We know that it made a practical difference.
"Mr Kean understands the opportunity that the transition to clean energy represents for our nation. He understood it as a member of the NSW government and he understands it as someone who has focused his working life in recent years on making a difference."
Kean announced his resignation from NSW parliament last Tuesday. He had originally planned to move into the private sector but today said he welcomed the invitation to remain in public service.
"The Climate Change Authority has an important role to play in providing independent advice to the government of the day based on facts, science, evidence, engineering and economics," he said.
"I intend to follow the tradition... the experts tell us – and I agree – that if we get the transition right, we cannot only put downward pressure on electricity bills for families and businesses right across the country but protect our environment and make our economy even stronger and more prosperous for everyone forever."
Kean was first elected as the Liberal member for Hornsby in 2011 before being promoted to NSW cabinet in 2017.
After the 2019 election he was given the energy and environment portfolio in Gladys Berejiklian's government, and became treasurer and later deputy Liberal leader under Dominic Perrottet.
His appointment comes as the federal government and opposition clash over Australia's future energy policy following the Coalition's nuclear power plants announcement last week.
Kean said he had examined the prospect of nuclear power as energy minister.
"The advice that I received at the time which was most compelling was from the Chief Scientist of New South Wales, Professor Hugh Durrant-Whyte," Kean said.
"He is one of the few people in the country who has run a nuclear program... and his advice to me was to bring nuclear into the system, it would take far too long and would be far too expensive for New South Wales."
Albanese said Kean was aware of the opportunities available in Australia's energy transition.
"He also understands the folly that walking away from the renewables transition represents," the prime minister said.
"And (he) understands as a former New South Wales treasurer the certainty which the business community need in order to invest, to make sure that we address not just the challenges but the opportunities that the transition to a clean energy economy represent."
Kean will start as chair of the Climate Change Authority in early August.
