First term government senator Fatima Payman has become the first Labor MP to cross the floor in more than 18 years after she voted in support of Palestinian statehood, a move that risks resulting in her expulsion from the Labor Party.
Defying her party’s official position on the Israel-Palestine conflict, Senator Payman’s bold intervention comes amid reports she has stopped talking to senior colleagues over her strong pro-Palestinian stance.
Strict rules governing how members of the Labor caucus vote prevent MPs and senators from crossing the floor except under exceptional circumstances on matters of conscience.
In an attempt to negotiate a compromise position, Labor proposed to amend the motion to receive the broader backing from government senators by adding that Palestinian statehood would form part of a “peace process in support of a two-state solution and a just and enduring peace”.
That position was not supported by the Greens who voted in support of their original motion.
A separate motion, moved by South Australian Liberal senator Simon Birmingham, which added further preconditions to the proposed two-state solution by placing additional demands on Palestinian Authority, was then rejected by Labor and the Greens.
Having moved the amendment, from which Senator Payman had abstained, the original motion to recognise Palestinian statehood was again put to the Senate, with Payman joining Greens senators in support.
The last Labor MP to cross the floor was Tasmanian MP Harry Quick in November 2005 over anti-terrorism legislation.
Mr Quick was ultimately expelled from the party and later sought to resurrect his political career by running for Greens preselection.
