From 11:59pm tonight, all of Victoria will be subject to the same coronavirus restrictions.
Some changes that were slated for later down the track have been brought forward, and limits on gatherings will be relaxed again from November 22.
Here's what has been announced today.
What's changing in Melbourne from 11:59pm tonight?
Travel between Melbourne and regional Victoria will be permitted, with the "ring of steel" getting axed.
Melbourne's 25-kilometre travel limit will also go.
A maximum of two people will be able to visit your home per day, but those two people don't need to be from the same household.
Gyms and indoor sporting facilities can open with up to 20 people, subject to strict density limits.
Indoor sport for people aged 18 and under can start again.
The limit on attendees at religious ceremonies and funerals will be increased to 20 people indoors and 50 people outdoors.
Community spaces like libraries and RSLs can have up to 20 people indoors, in groups of up to 10.
Restaurants, pubs and cafes will be able to host up to 40 customers indoors and 70 outdoors.
What other changes will there be?
Because of Victoria's low numbers, some other measures have been brought forward.
From 11:59pm tonight, in Melbourne and in regional Victoria, indoor entertainment venues will be allowed to open with up to 20 people per space.
That means venues like cinemas, galleries, museums, music halls and more will be allowed to open again.
Visiting rules in aged care and hospitals will also be relaxed.
A household will be able to visit someone together, instead of having a cap on the number of visitors.
There is still a limit of one visit per day, and it will be limited to two hours.
What is NOT changing from tonight?
Wearing face masks in public will remain mandatory.
Victorians who can work from home, must keep working from home for now.
There will still be a 10-person limit on public gatherings.
Weddings must still have a maximum of 10 guests, whether they are indoors or outdoors, but that 10-person limit does not include the couple, the celebrant, and one photographer.
Victorians will need to wait two more weeks for those last two measures to change.
What will change from November 22?
Most changes will apply to gatherings and indoor venues.
The limit on visitors to a home will increase to 10 people, and the limit on public gatherings will increase to 50.
Weddings will finally be allowed to host more people: up to 100 people will be allowed, but there will be a limit of 10 people if the wedding is held at a private home.
Funerals will also be allowed up to 100 people, but there will be a limit of 10 if it is held privately.
The limit at indoor venues — such as cinemas and libraries — will increase to 100 people, in groups of to 20.
Gyms and indoor sport venues will also be allowed to host up to 100 people in groups of 20.
However there will be a limit of 50 people at indoor skateparks, indoor pools, trampoline centres and play centres.
Patron limits in hospitality will increase to 100 people indoors and 200 people outdoors, subject to strict density requirements.
Large sporting venues will be able to return to 25 per cent of capacity.
Outdoor physical recreation will able to hold up to 500 people in groups of 50.
