The Toyota's 18-year-old driver and a 21-year-old man who was in the passenger seat were arrested and taken to the same hospital for mandatory testing.

The passenger was then taken to Wollongong Police Station and charged with a series of offences including dangerous driving causing death.

Police will allege that man was in the front passenger seat when he pulled up the handbrake before the crash.
