Victoria has reported 11 new coronavirus cases, but no deaths with COVID-19 in the past 24 hours.
Melbourne's 14-day rolling case average is now 9.7, down from 9.9 yesterday.
Regional Victoria's rolling average has increased to 0.4, from 0.3 yesterday.
Two more infections with an unknown source have been added to Melbourne's two-week total, taking it to 14.
In regional Victoria the total of mystery cases remains at zero.
The increase in mystery cases comes as authorities try to tackle a growing outbreak connected to a butcher in Melbourne's Chadstone shopping centre.
More than 30 coronavirus infections have been linked to the Chadstone Butcher Club cluster since it emerged last Wednesday.
Victoria has also widened the net in its contact tracing approach in Kilmore to try to stop a small outbreak in the regional town spreading even further.
The Victorian Government is expected to break down today's coronavirus numbers at a press conference later today.
Public health officials will look at both the 14-day average and the total number of cases with an unknown source when lifting further restrictions in Victoria.
Under the state's roadmap, Melbourne is set to move to the third step when the statewide 14-day average falls below five, and the total of mystery cases is also below five.
However the State Government has said officials will also consider the "narrative" surrounding case numbers, such as how many are connected to contained outbreaks.
