Meanwhile, Wyndham in Melbourne's south-west, and Hume in the city's north, continue to top the list of Victorian local government areas with active coronavirus cases.

Premier Daniel Andrews is speaking now
Some of his opening remarks:
There are 122 active cases of coronavirus in Victoria. That's one new case since yesterday
That one new case previously tested positive and there's further investigation under way to determine whether that is, in fact, an active case or whether that person is shedding the virus further to their infection.
There are 11 Victorians in hospital and none of those 11 are receiving intensive care. A total of 2,967,085 test results have been received since the beginning of the year, an increase of 11,936 tests since yesterday.

In Melbourne, you can have up to 10 people at your outdoor wedding ceremony, not including the celebrant, from November 2.

Victoria has recorded one new local coronavirus case. There were no deaths.
Melbourne's 14-day rolling average is now 6.4.
There was a delay in the reporting of the official figures as they were determining whether one case should be included in today’s state numbers – originally stated as two cases.
The DHHS says the case that was being queried is a Victorian who is quarantining interstate after returning from overseas.

One new case, according to the DHHS
Another Victorian with COVID-19 is quarantining in another state.
This is what the department said on Twitter:
"Yesterday there was 1 new case & the loss of 0 lives reported. 1 other case, who has a Vic address, is quarantining interstate having returned from OS. In Melb, 14 day average and cases with unknown source are down from yesterday."

Confusion over fire permits in Victoria (while we wait for the official DHHS figures)
The Victorian Opposition says people are confused about a permit scheme to enable Melburnians to do fire prevention works on their holiday homes in regional areas.
The State Government says from Thursday local councils will provide 72 hour travel permits to home owners in flood and fire prone areas.
But regional Victorian councils say they're in the dark about how to issue them.
Shadow Emergency Services Minister Nick Wakeling said it's crucial that people can get to their properties to prepare for the bushfire season.
"Melburnians want to be able to travel to regional Victoria to prepare their property in the lead up to the fire season," Mr Wakeling said.
"There is confusion in council, there is confusion in the government and at the end of the day Victorians are unable to get to their properties."

Can I go mow the grass at mum's property in regional Victoria?
I have the key to the gate of my mum's vacant property 50 klms away Melbourne Metro area. She's in aged care. It's been 3 months since the backyard has been mown. Can I travel to mow the property.-Allen
Hi Allen, hope you're mum's doing well.
Looks like you might have to apply for a travel permit from the local council.
People in regional Victoria can travel to their holiday homes in regional areas, but Melburnians can't.
Melbourne residents with holiday homes in regional areas will have to get a travel permit from the local council.
That gives them a 72-hour window to prepare their homes in fire or flood-prone areas.
Travelling to do that work should only be done as a "last resort" and if you do go, the Melbourne restrictions travel with you.
