A man arrested in Melbourne's CBD was allegedly behaving erratically and in possession of petrol cans and hazardous material, police say.
Authorities locked down parts of William Street near Little Bourke Street just before 8:00am Tuesday morning while they negotiated with the man.
Trams were diverted away from the area.
The man was taken to hospital under police guard.
Police said the area was safe, and there was no ongoing threat.
A witness told the ABC the man was inside one of the buildings at the intersection.
"He had a trolley [and] I did see the tactical police pull out a few bottles with fluid in them," the witness said.
"They wrapped it up pretty quick."
