Victorians stuck in interstate high-risk Covid-19 zones can now come home under new border rules.

Victoria recorded a record 766 new local cases of coronavirus on Thursday, along with four more deaths.

Premier Daniel Andrews said from September 30 Victorians in an extreme risk zone – citing Sydney as an example – were eligible to return home if they were double-vaccinated against Covid-19.

Victorians in extreme risk zones such as NSW and ACT could not currently return home unless they had an exemption or a valid permit.

But those who wanted to come back to Victoria needed to show proof of a negative coronavirus test 72 hours before leaving.

Mr Andrews said they would also need to do 14 days of quarantine, but that could be done at home.

There were 40,957 vaccine doses administered on Wednesday, while 62,408 test results were processed.

There are 6666 active cases across the state.

A man in his 80s from the local government area of Moreland died overnight, as well as a 70 and 80-year-old man from Hume and woman in her 90s from Hume.

Victorian authorities have urged residents to get vaccinated in a bid to prevent deaths and severe illness.

Case numbers are expected to continue rising with the Delta variant, even with high vaccination rates, but the jab strengthens the likelihood of avoiding hospitalisation after contracting the virus.

About 74.4 per cent of Victorians have received a single dose for the vaccine and 45.2 per cent are now double-dosed.

According to the state government’s road map out of lockdown, Victorians will start to see some easing of restrictions about October 26 when the state is expected to hit a 70 per cent double-dose vaccination rate.

Transmission continues to be rife in Melbourne’s north with those suburbs accounting for 60 per cent (468) of Thursday’s 766 infections.

There were 172 cases in the western suburbs, with Hoppers Crossing, Point Cook and Werribee listed as hot spot suburbs.

Covid-19 commander Jeroen Weimar also said there was a 10 per cent increase in infections across Melbourne’s southeast, with 76 cases spread out across Pakenham, Dandenong and Berwick.

There were 24 cases in the east in Doncaster East and Croydon.
