The Queensland premier took a series of swipes at her NSW counterpart in a dramatic speech in front of the nation's business leaders, with two words ringing out the loudest.

Annastacia Palaszczuk reminded her audience that Queensland's latest lockdown lasted only 'eight days' - which was the amount of time she said her NSW equivalent Gladys Berejiklian took before putting the neighbouring state into lockdown. 

Ms Palaszczuk's biting comparison came amid concern over the latest outbreak in Queensland, with growing fears over whether the NRL Grand Final should go ahead in Brisbane.

Sunday's first-ever Brisbane NRL Grand Final is due to be played in Queensland, with more than 50,000 spectators set to pack into Suncorp Stadium.

An escalation in cases could spell danger for the final. 

But Queensland recorded just one new local case of Covid-19 on Wednesday as the state held off another lockdown while contact tracers worked to identify the source.

In comparison, Sydney is into its 14th consecutive week of lockdown, while the rest of the state has also seen months of stay-at-home orders.

'Our last lockdown lasted eight days,' Ms Palaszczuk told the Committee for Economic Development of Australia (CEDA).

'Eight days after the start of its current outbreak, NSW was yet to enter lockdown.'

Ms Palaszczuk said what followed was a three-month lockdown for the south, costing businesses '$100million a day'. 

'Our neighbours fight to regain their freedoms,' she said.

'We fight to retain ours.'

Nowhere has this fight been more obvious than in Melbourne where the city is enduring its sixth lockdown since the pandemic began, sparking wave after wave of violent protests.

Melbourne also holds the unenviable world record for the city with the most days spent in lockdown.

Sydney and Brisbane have also seen Freedom Rallies, but they have been nowhere near as dramatic as Melbourne.

The Queensland boss pointed out the Sunshine State had enjoyed more freedoms than its neighbours, with major sporting fixtures held recently and pubs open. 

She claimed Queensland was economically benefiting from fewer Covid cases and shorter lockdowns, with big increases in net migration.

'There is nowhere in the world I would rather be during this pandemic than in Queensland,' Ms Palaszczuk said.

The new case announced on Wednesday was a fully vaccinated man aged in his 50s and is linked to an aviation worker who had already tested positive.

There was a second infection, a truck driver who lives in Gavin on the Gold Coast and was infectious in the community from September 25 to September 27, but he tested positive in NSW so will not be included in Queensland's numbers.

The latest case prompted mandatory mask wearing rules to be introduced in the Gold Coast area, after being reinforced in Brisbane and Moreton Bay on Tuesday due to four earlier cases.

As of Wednesday all Queensland’' vaccination hubs were opened to walk-ins while operating hours were extended.

The state is lagging fellow eastern states NSW and Victoria in the race to the key 70 and 80 per cent vaccination targets. 

Just 45.6 per cent of Queenslanders are fully vaccinated, compared to 61.67 in NSW and 48.42 in Victoria.

That is likely to mean Ms Palaszczuk will be in no hurry to open interstate borders.

Queensland Health Minister Yvette D'Ath said restrictions would also be put on residents visiting hospitals, aged care, disability facilities, and prisons.

'We know that the virus is on our doorstep,' she said during Wednesday's Covid-19 press conference.

On Tuesday a leading epidemiologist admitted concern about Queensland's new Covid outbreak.

The worry was that after several near-misses in the Sunshine State the virus may finally start to spiral out-of-control as it has in NSW and Victoria.
