Victoria has recorded 191 new cases of coronavirus overnight, the largest single-day increase so far in the state.
The record number of new infections brings the number of active cases of COVID-19 to 772.
The possibility of further lockdowns is a real prospect, with Premier Daniel Andrews previously warning more postcodes could have restrictions reimposed on them if the virus continues to spread.
This morning there was a meeting of the Crisis Council of Cabinet, which includes Mr Andrews and seven senior ministers.
The Premier is expected to hold a press conference this afternoon.
The ABC understands regional and rural areas of Victoria that have no or few cases of the virus may be spared from any lockdowns, with the Government considering restrictions for Melbourne instead.
Currently, 12 postcodes covering 39 Melbourne suburbs are under stage three stay-at-home orders.
Nine public housing towers are under even more strict "detention orders", forbidding the approximately 3,000 residents from leaving their homes.
There have been 13 new cases of COVID-19 linked to the Flemington and North Melbourne public housing towers, bringing the total to 69.
The City of Wyndham, in Melbourne's outer west, has recorded a big increase in recent days but has no postcodes under the increased restrictions.
Unlike at the peak in new cases recorded at the start of the pandemic, when many of the new infections were linked to returned travellers, the vast majority of the cases over the past three weeks have been locally acquired.
Of the new cases, 37 are linked to known outbreaks and the remaining 154 are under investigation — meaning health officials are still tracing the source of the infection.
Yesterday the state announced 127 new cases had been diagnosed, and two men, one in his 90s and another in his 60s, had died of COVID-19.
The record increase yesterday prompted the NSW-Victoria border to be closed.
People from Melbourne were banned from entering NSW from midnight last night, and the rest of the state will be barred from midnight tonight.
