Victoria announces new COVID-19 testing sites in Melbourne

The Victorian government has announced new testing facilities that have opened today:

- RMIT Brunswick campus
- Flemington Community Centre
- Oak Park Sports and Aquatic Centre.

Health Minister Jenny Mikakos also announced mobile testing sites in:

- Maidstone
- Fawkner
- Brunswick West
- Albanvale

Mobile sites will also open from tomorrow in Glenroy, Craigieburn and Roxburgh Park.

3 steps to decide postcode lockdown

Premier Daniel Andrews said there was a three-step process in deciding whether more postcodes will be locked down.

"The first step is to identify, this is all off data, to identify priority local government areas with more than twice the state case rate, then secondly, to review all postcodes within that local government area and then thirdly, to identify priority suburbs with more than five cases, and a rate greater than 20 per 100,000," he said.

Mr Andrews said this weekend the government would be analysing whether further postcodes will be given stay at home directives.

"Now, I can't for a moment guarantee that formula wouldn't at some point in the future change. I have to try to be as upfront as I can and saying they cannot rule out other suburbs being shut down, I certainly can't rule out other postcodes on that formula being pulled into this," he said.

"Ultimately, if you got unsustainably high case numbers in a given geographical area, then that's not a matter of running commentary on that postcode or the people who live and work there, it is nothing like that at all, it is simply a statement of fact that you have got a problem and you need to take really significant action to pull this up."

10,000 Victorians have declined COVID-19 tests says minister

More than 164,000 people have been tested across Victoria in the last week, but many residents are still refusing tests Health Minister Jenny Mikakos has revealed.

"We have had more than 10,000 people who have refused to be tested," she said.

"That might be for a range of reasons, including that they may have already been tested in a different location, we are analysing that data to see exactly why people are refusing, but it is concerning that some people believe that coronavirus is a conspiracy or that it won't impact on them."

As part of the testing blitz of the past week, Ms Mikakos said authorities have found 449 confirmed cases.

"The postcodes with the highest number of new cases in the past week have been 3064, 3047, 3031 and 3060," he said.

"What I want to stress here is that coronavirus is a very contagious virus. It can go through your family very quickly, it can affect your neighbours, your loved ones, and your entire community.

"So for those individuals in those communities who have not yet been tested, we are urging them to get tested as quickly as possible."

The minister said post code 3064 had 52 active cases, 3047 had 25 active cases and 3060 had 11 active cases.

Note from Roy: There has been a little bit of confusion on some of those individual post code and case numbers. We are double-checking those figures with the government so they could change slightly later on today.

Premier 'pleased' with new case decrease in Victoria

Victorian Premier Daniel Andrews is "pleased" with the decrease in Victorian cases today.

"Yesterday, 24,000 tests were undertaken and obviously we won't have all the results of those but the previous day we had a similar number," he said.

"While it may be too early for us to be talking about trends, a day with 66 is obviously far preferable to seeing a doubling and then a doubling again.

"We can't predict what tomorrow's numbers will be, we do need more time in order to get a firmer hold on whether there is a positive trend there, but certainly, to see these numbers relatively consistent is very pleasing."

No new cases of COVID-19 in NSW

NSW has recorded no new cases of COVID-19, and the number of people being treated by NSW Health has dropped by one.

The number of tests done in NSW has jumped over 900,000, with almost 18,000 conducted in the 24 hours to 8pm on Thursday.

One patient remains in intensive care and 67 patients are being treated by NSW Health.

Of the state’s 3211 cases, at least 2789 have recovered.

66 new cases in Victoria

Victoria has recorded 66 new cases of coronavirus cases on Friday, Premier Daniel Andrews has announced.

17 of those are connected to contained outbreaks, a single case connected to hotel quarantine, 20 are the result of routine testing and 28 of those 66 cases are under investigation, he said.

There are 442 active cases across the state. 23 Victorians are in hospital and six of those 23 are receiving intensive care.

The total number of COVID-19 cases since the start of the pandemic is 2,368.

Virgin sale faces first legal obstacle as court fight over jet engines fires up

The sale of Virgin Australia to Bain Capital is facing a fresh legal obstacle after a major aviation leasing group launched court action to repossess jet engines and other parts it had supplied to the airline prior to its collapse.

US financial services group Wells Fargo Trustees and Florida-based aviation leasing company Willis Lease Finance Corporation filed action in the Federal Court on Tuesday, just two days after Virgin's administrators at Deloitte inked a deal to sell the airline to Bain Capital.

Wells Fargo, which is Willis' trustee, and Willis are demanding the return of four jet engines used in four different 737s, engine stands and other equipment to monitor the maintenance of the engines.

They are seeking orders from the court that Virgin Australia and its administrators deliver the aircraft equipment to the applicants at Coconut Creek, in Florida by not later than July 31.

More than 20 schools with COVID-19 cases in Melbourne in one week

A student from a Craigieburn school in Melbourne's north has tested positive to COVID-19.

Local MP Ros Spence confirmed the case at Mount Ridley P-12 College on her official Facebook page on Friday morning.

As per protocol, the school will close for three days from today for cleaning and contact tracing.

With more than 20 Victorian schools closed since last Friday due to positive cases in staff or students, the state’s Chief Health Officer has said the prospect of school re-openings after school holidays was being reviewed ‘day-by-day’.

On Thursday Professor Brett Sutton said he still expected schools in the lockdown zones to return to face-to-face learning at the start of term three, but that he wanted a reduction in transmission rates.

"It will certainly be reviewed on a day-to-day basis. I will give as much notice as I can around the resumption of school in those restricted postcodes," Professor Sutton said.

Should those in hotel quarantine in Victoria or in the 10 Melbourne postcodes identified as COVID-19 hotspots be able to refuse a coronavirus test? The question is on the minds of many Victorians as they face a new peak in infections.

Generally, individuals should be free to make their own decisions about any form of medical procedure or invasive form of testing that affects their bodily integrity. This is one of the hallmarks of a free society.

But equally, there is a strong moral case for protecting the community from the risk that those with COVID-19, who are asymptomatic or pre-symptomatic, might pass on. This is the essence of the “harm principle”: the idea that individuals should enjoy broad freedoms unless and until the exercise of those freedoms harms others.
