The Age reports that on Friday were multiple cases of asymptomatic people being told they cannot get tested unless they had a notice from Victoria’s Department of Health and Human Services (DHHS) saying they were a contact of a confirmed coronavirus case.
It came as the state reached a grim COVID-19 milestone on Friday, announcing its deadliest day since the pandemic began with seven new deaths and 300 new coronavirus cases in just 24 hours.
All of the people who died were connected to aged care facilities, including three people in their 90s and three people in their 80s.
Chief health officer Brett Sutton said the recent spike in deaths is an “absolute tragedy”, with 22 fatalities in the past week.

Victoria Police said they would show no hesitation and issue fines to those breaking new coronavirus rules – and it seems they have been true to their word.
Police have handed out 101 fines and 63 warnings in the 24 hour period since masks were made mandatory in Melbourne and Mitchell shire.
A gym owner in the Melbourne local government area of Hume was given a $9913 fine for breaching lockdown orders and continuing to operate his gym.
16 people were fined for failing to wear face masks after they became mandatory from midnight on Friday.
Excuses police say they were given include that the coronavirus pandemic was a "conspiracy theory" and that they were exempt from the mask order.
Parishioners in south west Sydney have been put on notice after a woman who attended church services and a funeral tested positive for coronavirus.
The woman attended the following services:
• Bankstown: St Brendan's Catholic Church (6.30pm to 7.30pm, July 16)
• Fairfield East: Ausia Funeral Services (1pm to 8pm, July 17)
• Bankstown: St Brendan's Catholic Church funeral service (10am to 11am, July 18)
• Rookwood Cemetery: St John of God Law burial service (11.30am to 1pm, July 18)
• Mt Pritchard: Our Lady of Mt Carmel Catholic Church (7.30am, July 19)
Contact tracing is now underway and NSW Health is urging anyone who attended these services to self-isolate and get tested if they have any symptoms.
Victorians who have no coronavirus symptoms and haven't been notified by contact tracers are allegedly being "turned away" from testing.

New DHHS rules stipulate that asymptomatic people from Melbourne hotspot suburbs or those with letters from their employer, school or a community group advising they get screened for coronavirus are not eligible for testing.
It is advising anyone with symptoms of a "fever, chills or sweats, cough, sore throat, shortness of breath, runny nose, and loss of sense of smell or taste" to get tested, as well as those notified by contact tracers.
