Western Australian Premier Roger Cook has vowed the state will have "the toughest gun laws in Australia" after the murders of Perth mum Jennifer Petelczyc and her daughter Gretl on Friday.
Police believe Mark Bombara, 63, was searching for his ex-partner before he fatally shot the pair in their own home in Floreat on Friday. He then took his own life.
"Jennifer and Gretl were doing what was right, they were helping a friend in need," Cook said.
"What happened to them was horrific, it was senseless and sickening."
Cook said he was now considering a further tightening of gun laws in the state, with the reforms to be debated by the legislative council tomorrow.
"They will be the toughest gun laws in Australia," Cook said.
"We owe that to Jennifer and to Gretl."
Cook said the government would invest more than $400 million into family and domestic violence prevention and response, while a coronial inquest would investigate their deaths.
Police Minister Paul Papalia said Bombara was a licensed firearm owner with "no prior convictions".
Bombara held 11 firearms on a recreational shooter's licence and owned two handguns on a collector's licence.
He was also authorised to collect ammunition under an ammunition collector's licence.
Papalia said under the existing laws, Bombara had been deemed a fit person to own firearms.
"The current laws that enabled those licences are inadequate," Papalia said.
Under the proposed laws, firearm ownership would be conditional on public safety.
The police minister said under the proposed changes, Bombara would have been able to possess five firearms and would be subject to a health check with a mental health component.
Papalia revealed Bombara's ex-wife - a friend of Jennifer Petelczyc - had asked for police to help remove her belongings from their family home on March 31.
She told police there had been a series of family violence-related incidents however they were not reported to police before she moved out.
WA Police said there was no restraining order in place.
While the WA government has labelled the murders an act of domestic violence, police said the "contributing factors" would be determined by the coroner.
"The events that unfolded in Floreat on Friday afternoon were absolutely tragic, the trauma caused has been felt by many including family, friends, first responders and the wider community," WA Police said in a statement.
"As the incident is subject to a coronial report, WA Police are unable to provide further comment.
"Police have always accepted that the motivation for these crimes were family and domestic violence (FDV) related, however the crimes committed were murder, and ultimately the contributing factors will be a matter for the coroner to consider."
'Beautiful people': Tributes to mum and daughter
On the weekend, friends and neighbours paid tribute to the slain mother and daughter.
"They're the most gorgeous family and it's absolutely just heartbreaking that this has happened," family friend Imogen Harris said.
She added the slain mum and her 18-year-old daughter were the "kindest, most light-hearted, beautiful people".
Neighbour Claire Andrews remembered them as people who "always gave back to the community".
Jennifer Petelczyc paid $5000 for a defibrillator to be installed outside her home for local people to use in a health emergency.
She also set on an online community chat group.
