The Premier urged every Victorian to abide by the restrictions and do their part to stop the virus – "a clever, invisible enemy" - from spreading.
The front-line of the fight against the virus fight "is every individual, every family, every community," he said.

"It's not good enough for us to just rely upon our doctors and nurses in hospitals to be the ultimate defence.
"We need to stop it getting to the point where we have thousands of people in hospital and hundreds and hundreds of people needing a machine to breathe," he said.
The 177 new cases is fewer than the 200-plus cases recorded in Victoria in the past three days but Victoria’s Chief Health Officer Brett Sutton pointed out that while there is a "small bit of optimism" in today’s numbers that doesn’t necessarily mean case numbers are starting to decrease.
"I’m not going to be complacent about today’s number, it is great that it is lower than our peak, but we may not have reached our peak yet," he said.
"I would like to see a week of decreasing numbers before I come and say I have greater confidence about the direction we're going in."
