STATEN ISLAND, N.Y. -- Disturbing video taken on Quinlan Avenue in Meiers Corners shows a woman repeatedly shouting racial slurs and profanities at her neighbor — a Black NYPD officer.

“You’re a f****** sick negro ... Put it up your f****** n****** a**,” the woman can be heard saying in the video. “You’re f****** black trash.”

The woman seen shouting in the video, Lenore Arce, has been a resident of the block for approximately 20 years, neighbors said, and has a litany of NYPD complaints dating back some years, according to an NYPD source.

“You don’t run this f****** neighborhood, n*****,” she said in one video.

The episodes captured on camera and shared with the Advance/SILIve.com are far from uncommon, said Lisa Williams, the 123rd Precinct officer who filmed the interactions.

Williams, a resident of the block for six years, said she receives the verbal barrages “every day” and can’t even go in her own backyard without listening to a flurry of racial slurs for “no reason.”

“This woman is a nuisance, she’s been a nuisance to everyone who lives in this neighborhood,” Williams said. “It’s just too much and it’s not stopping.”

Interviews with a half-dozen residents of Quinlan Avenue, some of whom requested anonymity for fear of retaliation from Arce, present corroborating accounts of residents who said the woman’s constant harassment affects their everyday lives — even causing her neighbors to change their daily routines to avoid coming into contact with her.

“I got to look out my window before I come out,” said one neighbor who wished to not be named. “If I see her outside, I won’t go out. But as soon as you step out of your house, she comes running out.”

Yvonne Li, 40, who is Chinese-American and a resident of Quinlan Avenue with young children, said she too experiences racial barbs, adding that her kids “are afraid to go out because it’s not comfortable” for them.

“I don’t hang out much in my backyard,” said Li, who also admitted that she has to keep some of the windows shut in her home — especially those closer to her children’s rooms. “They hear everything,” Li said.

One woman who wished to remain anonymous said the verbal harassment is constant. “I could wake up in the morning at 6:30 a.m. and she’s out the back door cursing me and Lisa — calling me white trash and Lisa the n-word.”

Another neighbor, a longtime resident of the block, said she can hear Arce “screaming at Lisa” from down the block.

Katherine Giron, 19, who lives with her family on Quinlan Avenue, said she often hears Arce yelling “racial slurs” towards Williams and Li.

“It’s the norm now,” Giron said.

Multiple neighbors claim they are constantly the recipient of harassing language, and that they are forced to endure repeated verbal attacks at all hours of the morning and night. Some, including Williams, have said Arce has filed complaints against them at their place of work.

In a meeting with the office of District Attorney Michael E. McMahon, the group of neighbors said they attempted to seek remediation to discover how they could rectify their issues, but received no resolution.

The District Attorney’s office is aware of the issues facing the neighbors and “has worked diligently to address the concerns of the community regarding this issue, and has utilized our office’s resources on multiple occasions to dispatch various social services in an attempt to find a suitable outcome to this situation,” a spokesman for McMahon’s office said.

“Unfortunately, this is a case where law enforcement is severely limited in the tools available to us,” the statement continued. “While we will continue to do all we can to provide assistance, the City has other community and social service agencies which are better equipped to take the lead, and we strongly encourage them to work with us and the community to solve this challenging problem.”

When contacted by the Advance/SILive.com, Jose Bayona, a spokesman for the Mayor’s Office, said: “The Mayor’s Community Affairs Unit is in contact with community members in the area today to gather more information about these complaints and determine next steps to find a suitable solution to this situation.”

The neighbors, however, have tempered their expectations.

“I hope something can be done, but I don’t expect too much,” Li said, referencing the neighbor’s previous efforts to rectify the situation.

When reached for comment by the Advance/SILive.com, Arce furiously blamed neighbors for any verbal altercations and said that her neighbors were “harassing her 24/7.”

When questioned directly about the allegations made by her neighbors, along with videos that show her using racist language, Arce threatened legal action but did not respond to the allegations.

Instead, she heatedly dashed off a litany of accusations against unspecified neighbors, which range from drug dealing to assault, and illegal fencing to trespassing.
