The Rail, Transport and Bus Union (RTBU) has been protesting safety and pay by leaving Opal card gates open and refusing to operate some of the fleet.
The RTBU has been going back and forth with the state government trying to reach an agreement on pay and other conditions for weeks, but today the premier said "enough is enough".
"It needs to stop and it stops today because it's over," Dominic Perrottet said.
"The negotiations are done.
"Six thousand days, 50,000 hours and every single time… the issues that are in play have been resolved, another issue has been put on the table."
Perrottet said if there is any action on the Sydney trains or on the metro construction sites from today onwards the government will retract its agreement to modify the inner-city fleet, which he said was agreed to get the trains on the tracks.
He said there are no safety issues with them and described them as "world class".
NSW Transport Minister David Elliott also had some strong words for the RTBU.
"I backed them every step of the way and they shat on me from a great height."
RTBU NSW Secretary Alex Claassens said the industrial action calendar finishes today anyway so there will be no more disruptions for a fortnight.
He said Elliott spoke to the union today and said he was "clearly under instructions from somebody to come in there and throw a grenade".
"We are still trying to reach an agreement".
This morning's action saw passengers stranded on platforms, trains packed and caused gridlock on the roads.
Traffic was bumper to bumper in the evening on the Warringah Freeway at North Sydney as commuters took to the roads.
