An experienced pilot, a father and two children are dead after the light plane they were in plummeted into the ocean just minutes after take-off.
Experienced pilot Roy Watterson, 69, was on board with two young children and their father.
The crash sparked a massive emergency response, with the Coast Guard and police rushing to the scene but nobody could be saved.
Police Inspector Craig White said the plane disappeared before another plane spotted it upturned in the water.
"The family are deeply traumatised as you'd expect," he said.
Witnesses told 9News the engine failed minutes into the flight, and an attempt was made to turn back when the plane plummeted.
A major operation is underway to retrieve the aircraft and specialist aviation teams will travel to Brisbane from Canberra tomorrow to sift through any evidence.
