CLEVELAND, Ohio -- The Greater Cleveland Regional Transit Authority Board of Trustees on Tuesday reduced the price of all-day passes and rescinded fare increases scheduled for 2021 and 2022. 

The policy changes, approved by a unanimous vote, mean the price of a standard all-day pass will be reduced from $5.50 to $5, starting Oct. 4.

The board also rescinded proposed policy changes that could have resulted in the price of a single trip increasing from $2.50 to $2.75 in October 2021, and paratransit fares increasing in 2021 and 2022.

Trustees last week delayed a vote on the policy changes to learn why they included the future fare increases. Director of Service Management Joel Freilich on Tuesday said the changes were an attempt to reflect fare increases approved by the board in 2016, but postponed several times since then.

The other fare changes adopted on Tuesday, including the all-day pass price reduction, were among many changes recommended by riders and consultants as part of a 2019 study.

Reducing the cost of all-day passes is expected to attract 270,000 additional rides per year, but also result in the loss of $1.3 million in revenue at the already financially challenged agency.

Transit advocacy group Clevelanders for Public Transit on Tuesday praised RTA for lowering pass prices and rescinding future fare increases, but said the moves do not go far enough, as fares have doubled in the past 15 years at the same time service has been reduced by more than 25%.

The group also called on RTA to drop a 25-cent fuel surcharge added in 2008 amid high gasoline prices.

Among other fare changes the board adopted on Tuesday:

  • Individuals can buy 1- and 2-trip fare cards, which, unlike cash fares, allow free transfers. Previously, such cards were only available in bulk.
  • All-day passes for seniors, disabled people and children will drop from $2.75 to $2.50
  • All-day passes for K-12 students will drop from $4.50 to $4.25
  • All-day paratransit passes will drop from $7.50 to $7
