'People can be rightly optimistic and hopeful about the 19th of October'

           

        

Daniel Andrews is speaking in Melbourne and starts by saying there are just 289 active cases.

           

"The last time we were under 300 active cases was 29 June," Mr Andrews said.

                 

The two people who died were a female in her 70s and a female in her 90s. Both deaths are linked to aged care.

              

There were 14,709 test results returned in the past 24 hours.

              

There are three active cases in regional local government areas and there are currently no mystery cases in regional Victoria.

               

The rolling 14-day average to September 30 is metro Melbourne 15.6 cases, and regional Victoria just 0.3 cases.

           

There are 19 mystery cases in Metro Melbourne.

               

"Those numbers have been steadily falling and we anticipate that trend to continue," Mr Andrews said. 

               

There are 135 active cases in aged care. In disability facility settings, there's just one active case.

                

"This strategy is working, and people can be rightly optimistic and hopeful about the 19th of October.

              

"It would be great to be able to make a decision today and stand here and announce that we can open everything up tomorrow, but I think most Victorians, the vast, vast majority of Victorians, know that that would not be a wise decision.

                 

"It would not be sound, and it would almost certainly mean that we were back in a form of restrictions, whatever that might be, that would be far more onerous than what we hope to build and we're confident we'll be able to build - a COVID-normal Christmas, a COVID-normal summer, and a virus at such a low level that we can sustain that over the long term."

              

"That may even be for the majority, or indeed the entirety of 2021."
