A 50-metre exclusion zone has been established around the home and nearby residents were evacuated.

A 36-year-old male was arrested and issued with a Firearms and Weapons Prohibition Order. He has been taken to Bathurst police station, where he is expected to be charged with firearms and importation offences.

The operation is not counter-terrorism related.

"Earlier this morning, [police] discovered an unknown substance within the house which they are a bit concerned about," NSW Police Chifley Inspector David Abercrombie said.

"They contacted the NSW Fire and Rescue hazmat unit to attend the location - which they have done, and made an assessment. With that assessment, they have decided to enforce an exclusion zone around the house at this stage until further testing is done and we can work out what it is."

He added that additional resources, including the rescue and bomb disposal unit, were en route from Sydney to assist.

"This will probably go on for quite a few hours yet."

The community is urged to avoid the area.

More to come.
