The Victorian government has on Sunday announced new-look lockdown rules and outlined the triggers for moving between the new five-step road map for restrictions.
The different levels have specific meaning for different industries. The basic categories for businesses (in order of severity) are "closed", "heavily restricted", "restricted", "open with a COVID-safe plan".
Below you'll find a building list of which industries fall into which category for which step. Previous announcements have shown there is often room for clarification and exceptions, so please check back as this story will be updated to reflect new information.
These are the rules for metropolitan Melbourne.
First Step
Timing: Commences 11.59pm on September 13
- CLOSED: Offices and professional services; hair and beauty services; tourism; creative studios; outdoor entertainment venues; museums and galleries (indoor); indoor entertainment venues (incl. cinemas, performing arts
and music venues); nightclubs and karaoke; gaming and casinos; adult entertainment and brothels; indoor physical recreation (gyms, fitness centres, studios, etc) - HEAVILY RESTRICTED: Construction; manufacturing; wholesale trade and warehousing; postal distribution centres; supermarket and food distribution; meat and seafood processing; hospitality; retail not on permitted workplace list; repairs, maintenance and cleaning with conditions; real estate; accommodation; media and film production; professional sport and racing; adult education; courts (urgent matters only); community facilities and libraries (contactless collection and delivery only for libraries); healthcare and social assistance; waste services.
- RESTRICTED: Early education and child care; commercial passenger vehicles; public transport; veterinary services (urgent care only).
- OPEN WITH A COVID-SAFE PLAN: Agriculture; permitted retail (under current permitted workplace list); mining; ports and freight; utilities; emergency and safety services; defence and national security.
Second Step
Timing: The later of either September 28 or when Metro Melbourne reaches an average daily case rate of 30-50 cases over the previous 14 days.
- CLOSED: Offices and professional services; hair and beauty services; tourism; creative studios; outdoor entertainment venues; museums and galleries (indoor); indoor entertainment venues (incl. cinemas, performing arts
and music venues); nightclubs and karaoke; gaming and casinos; adult entertainment and brothels; indoor physical recreation (gyms, fitness centres, studios, etc) - HEAVILY RESTRICTED: Supermarket and food distribution; meat and seafood processing; hospitality; retail not on permitted workplace list; repairs, maintenance and cleaning with conditions; real estate; accommodation; media and film production; professional sport and racing; adult education; courts (urgent matters only); community facilities and libraries (contactless collection and delivery only for libraries); healthcare and social assistance; waste services.
- RESTRICTED: Construction; manufacturing; wholesale trade and warehousing; postal distribution centres; commercial passenger vehicles; public transport; veterinary services (urgent care only).
- OPEN WITH A COVID-SAFE PLAN: Early education and child care; agriculture; permitted retail (under current permitted workplace list); mining; ports and freight; utilities; emergency and safety services; defence and national security.
Third Step
Timing: The later of either October 26 or when Metro Melbourne reaches an average daily case rate of fewer than five cases statewide over the previous 14 days and there are fewer than five cases with an unknown source statewide in the last 14 days.
- CLOSED: Museums and galleries (indoor); indoor entertainment venues (incl. cinemas, performing arts and music venues); nightclubs and karaoke; gaming and casinos; adult entertainment and brothels.
- HEAVILY RESTRICTED: Meat and seafood processing; professional sport and racing; adult education; outdoor entertainment venues; healthcare and social assistance; waste services; indoor physical recreation (gyms, fitness centres, studios, etc).
- RESTRICTED: Supermarket and food distribution; hospitality; media and film production (employees to work from home or single site where practical); community facilities and libraries; courts creative studios (employees to work from home or single site where practical and onsite learning allowed with density rules and safety measures); tourism (limited booking sizes); accommodation; real estate; hair and beauty services; retail not on permitted workplace list; offices and professional services; .
- OPEN WITH A COVID-SAFE PLAN: Construction; manufacturing; wholesale trade and warehousing; commercial passenger vehicles; postal distribution centres; Early education and child care; repairs, maintenance and cleaning with conditions; agriculture; permitted retail (under current permitted workplace list); mining; ports and freight; utilities; emergency and safety services; defence and national security; public transport; veterinary services.
Last Step
Timing: Later of threshold met and November 23 if state records no new cases for 14 days.
- CLOSED: No industries closed.
- HEAVILY RESTRICTED: professional sport and racing; adult education; courts (urgent matters only); indoor entertainment venues (incl. cinemas, performing arts and music venues); healthcare and social assistance; waste services; museums and galleries (indoor); nightclubs and karaoke; gaming and casinos; adult entertainment and brothels.
- RESTRICTED: Meat and seafood processing; media and film production (employees to work from home or single site where practical); outdoor entertainment venues; creative studios (employees to work from home or single site where practical and onsite learning allowed with density rules and safety measures); tourism (limited booking sizes); retail not on permitted workplace list; offices and professional services; indoor physical recreation (gyms, fitness centres, studios, etc); commercial passenger vehicles.

Covid Normal
Threshold: Move to this step if state reaches no new cases for 28 days, no active cases and no "outbreaks of concern in other states and territories"
