The first step, due to commence on September 13, will allow weddings only for compassionate reasons, with up to five people including the couple, two witnesses and a celebrant.
In the second step, due to commence on September 28, the rules will be the same.
In the third step, due to commence on October 26, weddings will be allowed with up to 10 people including the couple, two witnesses and a celebrant.
And in the last step before "COVID Normal" due to take place on November 23, weddings of up to 50 people including the couple, two witnesses and a celebrant, will be allowed, 20 in a private residence.
There will be no limits for weddings once COVID Normal has been reached but organisers will be required to keep records of attendees.
