Federal Health Minister Greg Hunt was asked about the possibility of Victorian restrictions being relaxed ahead of schedule.
"Well, what's extremely important, I think, is both the lockdown, it's been indicated that there wasn't an epidemiological basis for the curfew overnight.
"The second thing that is very, very important is, when you look at the ability for sole traders — gardeners, maintenance people, individuals who are working alone outside — and, again, there shouldn't be any epidemiological barrier to people recommencing that work.
"And that's very important for those that are doing it, but also to allow properties to be maintained.
"So, these are critical steps forward.
"But we'd like the road map to be accelerated as quickly as is safely possible. That's something that is very important.
"And these movement restrictions, they're a very heavy burden.
"We know that the mental health effects are enormous. And so we've worked very hard as a state, very hard as a country.
"We see Europe, we see the agony there, and the United States, and so many other places, and Australia is a world away.
"We're in a very different position, and that's the result of the hard work that Australians and the testing, the tracing, the border control, and the difficult restrictions.
"So, we're moving forwards now to a position where we'll be able to give Victorians and Australians greater freedom and greater movement, and that's a good thing."
