Pallas defends government response as abattoir cluster hits 45 cases - The Age

"This is the nature of the pandemic event. You will see clusters emerge over time. New Zealand had a cluster of some 94 in a private school," Mr Pallas said.

All of Cedar Meats' 350 staff have been tested.

The abattoir has been shut down except for some staff who have remained on site to ensure animal welfare is maintained.

Victoria has a total of 1423 cases, with the latest figures showing one person was diagnosed while in mandatory hotel quarantine, as well as two others who were tested at drive-through screening clinics. Three cases remain under investigation.

There were no additional deaths overnight, leaving the state's total at 18.

So far more 56,000 tests have been conducted as part of a two-week blitz to determine whether the government can begin lifting social restrictions.

In Victoria there have been 804 cases of coronavirus acquired overseas, as well as 421 locally transmitted cases with known contacts and 143 cases that may have been acquired through unknown community transmission.

Overnight police conducted 888 spot checks and issued 26 fines.

Mr Pallas also announced the government would spend a further $491 million on tax relief in Victoria.

Businesses participating in the JobKeeper scheme will be exempt from the payroll tax.

The government will also freeze fees and fines that were supposed to be increased from July at their current level.
